Personality:
To people who first meet Naoya, they might come away from an initial meeting thinking that he's a reasonable person - intelligent, well-read, open to ideas, with a sharp mind and a dry sense of humor. His manner of addressing most people is pretty casual. He tends to come off as just a strange but chill person, at least until he's angered. To most people he might seem either condescending or overly tolerant. This is, of course, what he would like people to come away with, on the whole - because what's beneath is much older and much more full of hatred. He is, in truth, a bitter man with a severe grudge against God for cursing him over five thousand years ago. He can remember everything, from killing his brother to the present day. This has given him a very unique capacity for planning, considering he can and will set up plans years, decades, or centuries in advance.
He has been reincarnated so many times, seen so much of human evil, but he still wishes more than anything else to strike back against God, rather than humanity. Humanity will forget an individual face, even if it's enshrined in legend, but God is the one who pulls the strings for individual misery, and is unchanging. He is the one who remembers, and who keeps up this curse, so He is the one who has to fall. His greatest wish is for someone to take down God – ideally his brother, Abel. Unfortunately for him, Abel seems to want none of that, since the Abel that he's closest to seems to have gone over to God's side… well. That just pushes him further towards instability. As a child, he and Abel were raised together as cousins - Naoya's parents had died when the boy was young, and so his aunt and uncle took him in. He had the luck to be born in the same family as an Abel this time, so he did not waste time when all the pieces were in place. He does love him, and if there were a way to reach his ends without putting Abel in danger, he would do it. Even though he cares relatively little for Abel's vessel aside from a vague familial fondness, Abel himself is precious to him. He loves him and yet he hates him. He wants to be close to him and yet he wants him nowhere near him. Abel is instrumental in his plans, and he cannot take back what he has done - though he does regret it in his own way. Not as an affront against God - he does not care what God thinks of how he has acted. But upon realization of what he had done, and the slow knowledge of how Abel's soul had been damaged beyond repair, he regretted it to Abel, and Abel alone. Still, he does not believe that he deserves forgiveness from Abel - though in the end Abel is the only one he feels has the right to judge him for what has been done.
Naoya isn't 'evil' - not as he sees it, anyway. He works with who he wants, when he wants, for his own ends. It just so happens that many of those ends are related to taking down God, or otherwise worming doubt of God's perfection into the hearts of the people around him. In his own mind, he's doing this for the good of humanity (and possibly because it amuses him), because God will step in and remove free will from humanity if He thinks humans aren't capable of handling it. Naoya thinks that God is an unfair and unjust ruler - he was the one who toiled in the fields while his brother just had to sit and watch sheep! In his own words, "what God wanted was blood! Blood does not run in crops! He asked the impossible of me!"
He does have a (sort of) caring side - it's just hidden behind years of pain. He does legitimately want to help people in his own way. It's just that he takes the long view of things, and understands that what people might want in the short term might not be what they need in the long term. If that means the sacrifices of hundreds, or thousands, or tens of thousands, he's willing to make that call. He's not heartless - but most people mean nothing to him, simply because of all the people he's met. He does have a fascination for 'interesting' people - people who stand out as exceptional in some way. These people can be used towards his ends much more effectively than most.
Through it all, Naoya is a planner. While he may sometimes act impulsively, he has a thousand back-up plans ready to go. He is skilled at damage control, and if that doesn't work he simply puts up a front of indifference. Murder? Manipulation? These aren't things that are cause for concern. They happen all the time - so why should he care? He's been through worse. Anything anyone can throw at him, he's survived in the past, after all.
Headcanon does say he suffers from severe headaches due to information overload, though. So that's a thing.
